    Introduction

    Reuben joined Monckton Chambers as a tenant in October 2024. He is developing a practice across Chambers’ core areas, including public law and competition law.

    Reuben has a first-class law degree from the University of Cambridge, and a distinction in the BCL from the University of Oxford. Before joining Chambers, he was the assistant company secretary at Oxford Mutual Aid and volunteered for the Free Representation Unit.

    • Public law & human rights

      Reuben accepts instructions in all areas of public law and human rights, and is happy to work as both sole counsel and junior counsel.

      Cases

      His recent work includes:

      • Sole counsel in an emergency challenge under the Care Act 2014, which resulted in the challenged decisions being withdrawn by the Defendant.
      • Junior counsel in a human rights challenge against the Home Office on behalf of a charity.
      • Advising on human rights challenges in the context of social security law.

      During pupillage, he assisted on a range of public law and human rights matters, including:

      • A judicial review of a deprivation of citizenship decision in the Special Immigration Appeals Commission.
      • A judicial review of a refusal to grant assistance under the Afghan Relocations and Assistance Policy.
      • A judicial review of a housing allocation scheme, alleging discrimination under both the Equality Act 2010 and Article 14 ECHR.
      • Advice on merits and quantum for a false imprisonment claim and Article 8 ECHR damages claim in the immigration context.

      Reuben also undertakes pro bono work in the fields of social security law and education law, and has successfully represented clients in both areas at the First-tier Tribunal.

    • Competition & regulatory

      Reuben accepts instructions in competition law and regulatory matters. He has been instructed as junior counsel in two high-profile competition matters.

      Cases

      His recent work includes:

      • Merchant Interchange Fee Umbrella Proceedings. Acting as junior counsel for the Merchant Claimants in Trial 2A on merchant pass-on, and for the Merchant Claimants and the CICC Class Representatives in Trial 2B on acquirer pass-on.
      • Bulk Mail v IDS (formerly Royal Mail). Acting as junior counsel for the class representative.
      • Acting as sole counsel in a novel county court case to dispute jurisdiction to hear competition law matters.

      During pupillage, he assisted on a range of competition law and regulatory matters, including:

      • A standalone carriage dispute.
      • An advice on the merits of pursuing a collective proceedings order in a niche market.
      • An advice for a foreign competition authority in respect of its merger regime.
      • An advice on whether certain powers of the Competition and Markets Authority had extra-territorial effect.
      • A hearing involving remedies following appeals under Section 192 of the Communications Act 2003.
      • Research concerning security duties under Communications Act 2003.
    • Data Protection & information rights

      Reuben accepts instructions in data protection and information rights matters.

      Cases

      His recent work includes:

      • Acting for the ICO in an appeal by The Commissioner of Police of the Metropolis.
      • Acting for the ICO in a matter concerning the Environmental Information Regulations 2004.
      • An appeal by a charity against an ICO decision.

      During pupillage, he assisted on a range of data protection matters, including:

      • An advice on merits and quantum in relation to a breach of Article 8 ECHR and/or the Data Protection Act 2018.
      • A particulars of claim in relation to breach of Data Protection Act 1998 / GDPR, and misuse of private information.
      • Research on the applicability of Section 40 of the Freedom of Information Act 2000 to information regarding legal fees.
    • Commercial

      Reuben accepts instructions in commercial matters. He has been instructed in multiple county court matters as sole counsel.

      Cases

      During pupillage, he assisted on a range of commercial matters, including:

      • A case involving res judicata and jurisdictional issues at common law and under the Lugano Convention, as well as the relationship between Article 6 ECHR and the doctrine of res judicata.
      • A case involving whether a particular arrangement fell within Regulation 2(1) of the Commercial Agents (Council Directive) Regulations 1993.
